Because installing an update requires considerably more than storing the download, and the requirement is temporary but real.

What the space is used for:

The download itself, which must be stored before installation begins.

Decompression. Updates ship compressed, and the extracted content is substantially larger — often several times — before anything is installed.

Working and staging space. The installer prepares files in a temporary location, verifies them, and only then replaces the existing ones.

Keeping the old version until the new one is verified. This is the largest and least obvious component. A system cannot safely delete the working version before the replacement is confirmed good, because a failure partway through would leave an unbootable machine. So both exist simultaneously, and the space required is roughly the sum.

Rollback data, retained so the update can be reversed if it causes problems. Windows keeps a previous installation for a period; mobile systems keep recovery data.

Filesystem overhead and fragmentation, which means free space is not always usable in the contiguous blocks an installer wants.

Why phones are the worst case. Mobile operating systems often use an A/B partition scheme, maintaining two complete system partitions so an update writes to the inactive one and switches over on reboot. This makes updates safe and seamless — and requires substantial space.

What to free up, in order of effectiveness:

App caches, which are frequently the largest reclaimable category.

Downloads and offline media — podcasts, videos, maps, streaming downloads.

Recently deleted photo albums, which hold files for around 30 days.

Previous system versions on a computer, via disk cleanup tools.

Offloading rather than deleting apps on iOS, which removes the app and keeps its data.

On a computer, an external drive or SD card can sometimes host the staging area.

The space is returned afterwards, usually within days.
