A measure of how much progress pupils make between the end of primary school and their GCSEs, compared with pupils who started at a similar level nationally — designed to judge the school's contribution rather than the intake it received.

The problem it addresses. Raw attainment measures — the percentage achieving particular grades — largely reflect who attends the school. A school with a high-attaining intake will post strong results with modest teaching; a school serving a lower-attaining intake may achieve far more with its pupils and still appear worse. Ranking schools by raw results substantially ranks their catchments.

How Progress 8 works:

Each pupil's prior attainment at the end of Key Stage 2 is taken as the starting point.

Their GCSE results are scored across eight slots: English and maths (double weighted), three from the English Baccalaureate subjects, and three others.

Their score is compared with the average achieved nationally by pupils with the same prior attainment.

The school's Progress 8 score is the average of its pupils' differences. Zero means pupils did as well as similar pupils nationally; positive means better; negative means worse.

A score of +0.5 means pupils achieved, on average, half a grade higher per subject than similar pupils elsewhere — which is a substantial difference.

Why it is better than raw results, and why it is still limited:

It does not control for everything. Prior attainment is one factor; disadvantage, special educational needs, English as an additional language and mobility are not directly adjusted for, and schools with particular intakes argue the measure remains unfair to them.

Small cohorts produce volatile scores, and confidence intervals are published for this reason but rarely reported.

Outliers distort it, which is why very low-scoring individual pupils can pull a school's figure down disproportionately.

It can incentivise gaming — subject entry choices made to maximise the measure rather than to suit pupils, and concerns about off-rolling.

It was not published for some years following pandemic disruption, which broke the comparison series.
