It is not a regulated term with a fixed meaning, which is precisely the problem. It can range from a device that was opened and never used to one substantially rebuilt — and the word alone tells you almost nothing.

What it typically covers:

Open box / customer returns. Bought, returned within a cooling-off period, often barely used. Legally cannot be sold as new once returned, which is why some "refurbished" stock is effectively unused.

Faulty units repaired. Genuinely broken, diagnosed, repaired and retested.

Cosmetically damaged stock, functionally perfect.

Ex-display or ex-demo units.

Off-lease business equipment, wiped and resold — often a good source for laptops.

The critical distinction is who refurbished it:

Manufacturer refurbished is the strongest. Apple Certified Refurbished, for instance, replaces the battery and outer shell, tests fully, ships in new packaging with a new cable and the standard one-year warranty. Comparable programmes exist from most major brands.

Third-party or retailer refurbished varies enormously. Some are excellent; some are a functional test and a wipe. Grading systems (A/B/C, or "Excellent/Good/Fair") are defined by the seller, not by any standard, so one company's Grade A is another's Grade B.

What to check before buying:

Warranty length. The single best proxy for confidence. Twelve months suggests a real process; 30 days or "DOA only" suggests a wipe and a photograph.

Battery condition stated explicitly for phones and laptops, ideally with a health percentage or a replacement guarantee. A degraded battery is the most common disappointment.

Return rights. Buying from a business gives you consumer rights including the right to reject faulty goods; buying privately does not.

Whether accessories are included, since they frequently are not.

"Renewed", "pre-owned" and "seller refurbished" are weaker still — often just used.
